I've seen a device that cuts pipe internally* (spelling) I wonder if it could be modified to rifle a section of pipe? what do you think?

That's a bit vague, could you be more specific? What was the purpose of the machine? To cut pipe into sections from the inside? Is it industrial or for public use? It sounds interesting, but do you have any idea where it can be found?

Heres a version of the cutter, it has a blade at the end, so that when you turn the whole thing with a wrench it cuts the pipe, I think that with some modification it could cut a rifeling. www.enviroequip.com/sales/pipecutter.htm-later

This seems like it could be used, but there would have to be somke fudging. One major problem is going to be maintaining the same "Slope" of groove through the whole barrel(See the earlier string regarding rifling) Also, since this only has one blade (As far as I can tell) we have to figure out how to make the second groove parallel and equidistant from the first.

I'm going to start a new topic about rifling in general. Feel free to weigh in.
