im currently building an air rifle and holding it all together with sch 80 cement. im roughing up the surfaces of the gluing area with sandpaper. is this combo strong enough for 120 psi on 3" sch 40 pipe?

I don't know what the difference between sch 40 and 80 is for cement, but I'd say you're probably alright. I'm also fairly sure that someone will disagree with me. ;-)

you can test it by putting some primer(you are using primer right?) and glue on a piece of scrap pvc and waiting a few seconds, then try to scratch it off with your fingernail as hard as you can. you should be able to scratch right into the pvc. if you can do that it's good glue. just make sure you use primer!

Well then you are drastically reducing the pressure capacity of your cannon. Primer softens up the PVC so that it melts together better. I've heard of people who dont use primer and get along fine, but its better to be safe then sorry.
